Our Vision & Mission

Directorate of Language Planning and Implementation will perform two major tasks. They are
1) Development of Manipuri Language and Tribal Dialects of Manipur, and
2) Official Language Implementation.

1. DEVELOPMENT OF MANIPURI LANGUAGE AND TRIBAL DIALECTS OF MANIPUR
FOR MANIPURI LANGUAGE
FOLLOW UP ACTION FOR MEETEI MAYEK

Meetei Mayek has been adopted as the only Script for Manipuri Language in place of Bengali script and introduced in all the schools of the state from Classes I and II from the academic year 2006. This system upgrades yearly up to Class IX this year, 2013. It will go on till the script of Manipuri Language is completely switched over to Meetei Mayek. However, mere transcription of Manipuri Textbooks from Bengali script into Meetei Mayek is not enough for the entire growing students of the State.They required all Manipuri reference books etc. in Meetei Mayek since they understand Manipuri Language only in that script. Therefore, systematic and large scale transcription of all available Manipuri books, records, periodicals, papers etc. into Meetei Mayek will be done immediately.

EVOLUTION OF TECHNICAL TERMINOLOGIES

Evolution of Technical Terms in different branches of knowledge and propagation of the work done in this field, and imparting training of technical terminology in the following will be undertaken by the Directorate.
1. Administrative terminology and glossary.
2. Departmental terminology and glossary.
3. Subject-wise and subject-group-wise glossaries.
4. Updating the terminology.

TRANSLATION WING

The Translation Wing of the Directorate will render excellent service for the effective implementation of Official Language Scheme. This wing will render translation for the Government Notifications published in Manipur Government Gazettes, Circulations, Policy Notes of various Departments, Reports of Public Undertaking and Public Accounts Committees, Police Medal and Civil Award citations, Annual Report of Commissions, Governor’s Address, Notes for Cabinet, Speeches of Hon’ble Ministers and Press Releases etc. In addition to the above, some specific works like hand-books published by Election Commission/Department, Report on Women’s Empowerment, Report on eradication of child labour, Report on Human Rights Commission etc. may also be undertaken. This wing will render English and Hindi version for the matters received from the Government of India into Manipuri and vice versa.

RESEARCH AND PUBLICATION ACTIVITIES

Projects will be undertaken by the Directorate for the following programmes
1. Reconstruction and postulation of gentic application of manipuri language and other tribal languages of manipur.
2. Preparation of standard grammars.
3. Production of manipuri language teaching materials.
4. Encyclopaedia on manipuri literaturre, grammar and other field.
5. The book of manipuri writers- who is who's.
6. Compilation of manipuri dictionaries:
a) Learners
b) Etymologicals
c) Synonyms/ Thesauri
d) Multilinguals

PUBLICATION OF BOOKS

Apart from granting financial assistance for publication of books and awarding prizes for best books, this Department shall publish important books keeping in mind the development of Manipuri, like History of Manipuri language. The preparation works of the Books viz. History of World Manipuri Literature, Encyclopaedia of technical Terms, Verbose on Manipuri Literature etc. should also be undertaken.

TRANSLATION OF OLD MANIPURI BOOKS

Pursuant to the demand of Manipuri as Classical language, the works on translation of Old Manipuri Books/Literatures (written in the form of Puyas) in English and Hindi should be undertaken.

TRANSLATION OF LITERARY WORKS

It is important that the literary works of Manipuri Scholars should be made available to all. Hence the writings of the best Manipuri scholars are to be nationalized by Government. Classic/Prize winner Manipuri works should be translated into English, Hindi and other Modern Indian Languages and vice versa.

COMMUNICATIVE MANIPURI BOOKS IN GUEST HOUSES

Action will be taken to provide copies of Communicative Manipuri books along with the English translation in the rooms of the Government Guest Houses, private star hotels and at the tourist spots.

PUBLICATION OF BOOKS MANIPURI DEVELOPMENT SCHEMES IN THE COMPUTER ERA

Schemes such as:
1. Selection and making use of Manipuri software which would be useful for the Official language implementation and Manipuri Development,
2. Preparation of e-dictionary so as to use Manipuri in administration,
3. Preparation of spell checker to screen the notes and drafts,
4. Preparation of Grammar checker to correct syntax; are to be undertaken.

FUNCTIONS

Every year the following three days may be celebrated:
1. 21st February : International Mother Language Day
2. 20th August : Manipuri Language Day
3. 24th October : Manipur Official Language Day

FINANCIAL ASSISTANCE FOR PUBLICATION OF BOOKS

The antiquity and glory of a language can be measured by the number of books published in that language. Therefore to add luster to Manipuri, financial assistance will be given for the publication of books. A maximum amount of Rs.10,000/- or 60% of the production cost whichever is less may be given as financial assistance per publication.

PRIZES FOR THE BEST BOOKS

Considering the importance of books, and in order to encourage the publication of books in large numbers, a prize scheme for the best books will be implemented. Under this scheme books in various categories will take part in this competition and the author and publisher of the selected books may be awarded cash prize of Rs.10,000/- and Rs.2,000/- respectively in each category. Appreciation certificate may also be given.

FINANCIAL ASSISTANCE TO AGED MANIPURI SCHOLARS

Aged Manipuri Scholars living in poor condition whose annual income is less than Rs.12000 and who completed 60 years of age may be paid financial assistance throughout their life time.

FINANCIAL ASSISTANCE TO OUTSTANDING MANIPURI WRITERS

Financial assistance will be given to the persons who dedicated their life and rendered exemplary service to preserve the Manipuri language and Culture.

AWARDS

It is essential to recognize and facilitate the Manipuri Scholars who contributed in glorifying the Manipuri language. Such scholars will be selected every year and they are to be awarded.

ASSISTANCE TO LEGAL HEIRS OF MANIPURI SCHOLARS

Assistance may be given to legal heirs of Manipuri Scholars as a special case to meet unforeseen expenditure and medical expenses as compensation amount for the precious literary/language works contributed.

FINANCIAL ASSISTANCE FOR MAIPURI DEVELOPMENT ACTIVITIESIN OTHER STATES/NATIONS

Financial assistance may be granted to propagate the Manipuri Language, Literature, Culture and to encourage the Manipuri Education, Research in other States/Nations (Assam, Tripura, Bangladesh, Myanmar etc.).

PREPARATION OF DOCUMENTARY FILM ABOUT WRITERS,MANIPURI SCHOLARS

Documentary films about the Manipuri writers/scholars through which the future generations will be able to know about the Manipuri writers/scholars who added glory to Manipuri through their dedicated service may be prepared.

FOR TRIBAL DIALECTS OF MANIPUR

Preservation and promotion of Tribal languages becomes a matter of utmost importance since the spread of larger languages continues to wipe out native tongues of small indigenous groups with an unprecedented average of one lost in every two weeks. Losing a Language often means losing the knowledge and history of an entire culture.

A) FOR MAJOR TRIBAL DIALECTS

a) Translation and publication of important rules, regulations, notices etc. into all major tribal languages whose population constitute 15% or more at District or sub-division level.
b) Preparation and production of comprehensive Grammars,Teaching and Learning materials for various purposes.
c) Compilation of Monolingual, Bilingual and Multilingual Dictionaries.
d) Terminology and Glossary building.
e) Translation of Tribal Dialect books into Manipuri and vice versa.
f) Preparation of comparative vocabularies/lexicon of all major Tribal Languages along Manipuri, Hindi and English.
g) To institute Award and Prizes for Major Tribal Languages.

B) FOR SAFEGUARD OF MINORITY / ENDANGERED TRIBAL DIALECTS

a) Documentation and conservation of minority/endangered Tribal Dialects.
b) Issue of Pamphlets in minority languages detailing safeguards available to linguistic minorities.
c) Formulation and Implementation of policies for safeguard of endangered Minority Tribal Dialects.
d) Formulation of adequate policy to encourage using mother language wherever and whenever possible so that such endangered languages may not extinct (fast).
e) Preparation of teaching and learning materials including Grammars and Dictionaries.
f) Financial assistance may be given to the persons who dedicated their life and rendered exemplary service to conserve the minority/endangered languages.

2. OFFICIAL LANGUAGE IMPLEMENTATION

The Government administration, run for the welfare of the common people, should be in the people’s language. With this view, the Manipur Official Language Act was enacted in Manipur Assembly in the year 1979. According to the Act, Manipuri is recognized as the Official Language of Manipur. Government has issued many orders to implement the statutory provisions. Pursuant to these orders this Directorate will take appropriate steps to make Manipuri as the Official language in the Government Offices.

GLOSSARY OF ADMINISTRATIVE TERMS

A Glossary of administrative terms is necessary for the use of Manipuri in Government Offices. Hence a Glossary of administrative terms containing the Manipuri words equivalent to the administrative terms in English will be supplied to all Government offices by this Directorate.

WORD BANK

WORD BANK monthly meetings will be conducted in the Directorate of Language Planning and Implementation for coining and inventing new Manipuri words equivalent to the words of other languages mixed in Manipuri language and for the words of other language which came into existence. Manipuri Scholars, Officers, media are to participate in the meeting and coin new words. These words are to put to use in Government Offices/ Public/ Medias.

TRANSLATION

Translation work plays a vital role in Official language implementation. The service rules, codes, manuals, forms and registers are to be translated in Manipuri by this Directorate.

OFFICIAL LANGUAGE SEMINARS

Seminars on Official language will be conducted every year in the Districts on a rotation basis. Important details on Official Language Scheme will be explained in these seminars and awareness will be created. On the eve of the Seminar, Official Language Training programme will also be conducted. Government Servants working in the respective Districts will participate in this programme.

TRAINING CLASSES

Considering the necessity of extensive usage of Manipuri as Official language in Government Administration, the Government servants from every Department will be invited and given training about Official Language Implementation in the Directorate of Language Planning and Implementation. Short term training will be given to every batch. Further, the Officials of this Department will give in-service training to the Government Officials in the internal refresher courses conducted by the Directorate. A Training course for Manipuri Language Learning for the IAS, IPS & IFS probationers will also be conducted.

INSPECTION

Inspection of offices will play a significant role in Official Language Implementation. In this regard all offices will be inspected by the Directorate of Language Planning and Implementation.

PUBLICATION OF BOOKS PRIZES/SHIELD

In order to encourage the offices which are exemplary in usage of Manipuri, shields are to give to the best Head of Department, the best Collectorate, the best Head of Office of autonomous bodies, and to the best District level offices in every district for excellent performance in Official Language Implementation scheme. The staff who wrote the best drafts and notes in Manipuri has to be selected every year and is to be given cash awards and appreciation certificates. The following prizes may be awarded at State and District level in seven categories and every category of Government servants may be awarded three nominal prizes viz. First Prize Rs.500/-, Second Prize Rs.300/- and Third Prize Rs.200/-
